The city opened a special access road to help southbound drivers access the parking lot.
The Walmart is set to open in early 2012.
"It's a great idea because this area just died, this will bring it back to life," said Austin.
Williams says he's seen more construction on the Walmart in the past two month, and he's already had dozens of people ask about renting space at the shopping center. Neighbor Annie Austin says she hopes the giant chain will be a saving grace for the eastside.
"If Walmart was not building, the question comes up, 'would we stay', probably not," said Williams.
But when Walmart bought the site of the old Haverty's store, Williams decided to stay put.
Business along Independence Boulevard began deteriorating about five years ago when the city turned it into an expressway. Customers found it to too difficult to get in and out of the shopping center's parking lot. Many businesses closed or moved out.
"The larger business that comes in tends to attract more traffic," said Williams.
But that could change. Williams hopes a new Walmart right next door will attract more business and more stores.
Today, the strip mall known as Coliseum Center is half vacant. Only three stores remain.
When Paul Williams took over the Earth Angel clothing store along Independence boulevard , business was booming.
The store will be a cornerstone in the troubled spot of Charlotte, which has been struggling economically for years.
CHARLOTTE, NC (WBTV) - A Walmart that was slated to go up on Independence Boulevard years ago is finally under construction and residents are hopeful it will bring more business back to the eastside.
